Ubon Ratchathani University and Warin Chamrap Municipality Launch “Appr. Noi” Project to Strengthen Youth Disaster Preparedness

From February 16–20, 2026, Ubon Ratchathani University, led by a research team consisting of Assistant Professor Patawee Chotanan (Project Lead), Assistant Professor Dr. Chantra Thanawatthanawong, and Assistant Professor Dr. Darunee Phumkaew from the Local Studies Group, Faculty of Political Science, collaborated with Warin Chamrap Municipality to implement the Youth Civil Defense Volunteers (Appr. Noi) and the Development of a Youth Volunteer Database to Strengthen Local Disaster Management Capacity project. The initiative aims to enhance the capacity of youth and communities in local disaster management.

The project was implemented within the framework of the Municipality’s annual Civil Defense Volunteer Refresher Training Program, an ongoing local mechanism. This year, the program integrated collaboration with Ubon Ratchathani University, allowing university students to train alongside municipal civil defense volunteers, thereby linking academic institutions with existing local disaster management structures in a concrete and practical manner.

The project was funded by the Young Southeast Asian Leaders Initiative (YSEALI) under the Alumni Accelerator Project, supported by the U.S. Department of State, with the objective of empowering emerging leaders in Southeast Asia and translating international collaboration into tangible local development.

The opening ceremony was presided over by the Mayor of Warin Chamrap Municipality and attended by municipal executives, faculty members, and disaster prevention and mitigation officers. A total of 64 participants joined the training, including 14 university students and 50 municipal civil defense volunteers.

The Appr. Noi initiative represents an extension of an existing local mechanism through collaboration between the university and international partners, placing youth at the center of sustainable disaster preparedness and community resilience.
