สานพลังความร่วมมือไทย-เยอรมัน: เปิดมุมมองใหม่การขับเคลื่อนภาครัฐสมัยใหม่และรัฐบาลดิจิทัล (State Modernisation and Digitalisation)

ระหว่างวันที่ 21–25 กันยายน 2569 ที่ผ่านมา ผศ.ปฐวี โชติอนันต์ อาจารย์ประจำคณะรัฐศาสตร์ มหาวิทยาลัยอุบลราชธานี ได้รับเชิญจากมูลนิธิคอนราด อาเดนาเออร์ (Konrad-Adenauer-Stiftung - KAS) สำนักงานประเทศไทย ให้เข้าร่วมโครงการเจรจาหารือระดับสูง (Dialogue Programme) ณ กรุงเบอร์ลิน และเมืองมักเดบูร์ก ประเทศเยอรมนี 

โครงการดังกล่าวจัดขึ้นเพื่อแลกเปลี่ยนองค์ความรู้และประสบการณ์ระหว่างไทยและเยอรมนี ในประเด็นการทันสมัยของรัฐ การเปลี่ยนผ่านสู่รัฐบาลดิจิทัล การปฏิรูปกฎระเบียบ และการมีส่วนร่วมของภาคประชาชน โดยมุ่งเน้นการเรียนรู้แนวปฏิบัติที่เป็นเลิศ (Best Practices) เพื่อนำมาประยุกต์ใช้ในการพัฒนากลไกภาครัฐของประเทศไทย 

👥 รายชื่อคณะผู้แทนระดับสูงจากประเทศไทยที่ร่วมเดินทางในครั้งนี้:

      • คุณสรวงศ์ เทียนทอง รองหัวหน้าพรรคเพื่อไทย และอดีตรัฐมนตรีว่าการกระทรวงการท่องเที่ยวและกีฬา 

      • ดร.วีรยุทธ กาญจน์ชูฉัตร สมาชิกสภาผู้แทนราษฎรและรองหัวหน้าพรรคประชาชน 

      • ศาสตราจารย์พิเศษ วิศิษฏ์ วิศิษฏ์สรอรรถ กรรมการและประธานอนุกรรมการคณะกรรมการพัฒนาระบบราชชาการ (ก.พ.ร.) ด้านการขับเคลื่อนรัฐบาลดิจิทัล 

      • ดร.รดาพัฒน์ จงธรรมคุณ รองเลขาธิการสำนักงานศาลปกครอง 

      • รศ.ดร.ไพลิน ภูจีนาพันธุ์ คณบดีคณะรัฐศาสตร์และรัฐประศาสนศาสตร์ มหาวิทยาลัยเชียงใหม่ 

      • ผศ.ปฐวี โชติอนันต์ อาจารย์ประจำคณะรัฐศาสตร์ มหาวิทยาลัยอุบลราชธานี  

โดยมี ดร.แองเจลีกา ไคลน์ (Dr. Angelika Klein) ผู้อำนวยการและผู้แทน KAS ประจำประเทศไทย ร่วมเดินทางและเป็นผู้นำในการเดินทางในครั้งนี้ 

Strengthening Thai-German Cooperation: Exploring New Horizons in State Modernisation and Digitalisation

Between September 21–25, 2026, Asst. Prof. Patawee Chotanan, a faculty member at the Faculty of Political Science, Ubon Ratchathani University, and Chairperson of the Creative Urban Solution Center (CUSC), participated in a high-level Dialogue Programme in Berlin and Magdeburg, Germany, upon the invitation of the Konrad-Adenauer-Stiftung (KAS) Thailand Office. 

The programme was designed to facilitate the exchange of knowledge and experiences between Thailand and Germany regarding state modernisation, digital transformation, regulatory reform, and citizen participation. It aimed to identify best practices to support the enhancement of Thailand's public sector governance mechanisms. 

👥 The high-level Thai delegation participating in this programme includes:

      • Mr. Sorawong Thienthong, Deputy Leader of the Pheu Thai Party, former Minister of Tourism and Sports, and former Acting Minister of Digital Economy and Society. 

      • Dr. Veerayooth Kanchoochat, Member of Parliament and Deputy Leader of the People's Party (PP). 

      • Prof. Wisit Wisitsora-at, Committee member and Chairman of the Sub-committee on Public Sector Development Commission regarding the Driving of Digital Government, Public Sector Development Commission (PDC). 

      • Dr. Radaphat Chongthammakun, Deputy Secretary-General of the Office of the Administrative Courts of Thailand (OAC). 

      • Assoc. Prof. Dr. Pailin Phujeenaphan, Dean of the Faculty of Political Science and Public Administration, Chiang Mai University. 

      • Asst. Prof. Patawee Chotanan, Faculty Member at the Faculty of Political Science, Ubon Ratchathani University

The delegation was accompanied by Dr. Angelika Klein, Country Director and Representative of KAS Thailand.
