บทเรียนจากอุบลฯ สู่รัฐสภา: GRB กับการขับเคลื่อนสังคมที่ไม่ทิ้งใครไว้ข้างหลัง
[English below] วันที่ 31 มีนาคม 2569 ณ อาคารรัฐสภา ผศ.ดร. อรุณี สัณฐิติวณิชย์ รองคณบดีฝ่ายวิจัยและองค์การสัมพันธ์ คณะรัฐศาสตร์ มหาวิทยาลัยอุบลราชธานี ได้เข้าร่วมเป็นวิทยากรในเวทีเสวนา เพื่อแลกเปลี่ยนบทเรียนเกี่ยวกับการนำงบประมาณที่คำนึงถึงมิติเพศภาวะ (GRB) มาปรับใช้ในหน่วยงานภาครัฐ สู่การพัฒนารัฐสภาไทย ภายใต้การเสวนา หัวข้อ “รัฐสภาปราศจากการคุกคามทางเพศ” ซึ่งจัดขึ้นโดยคณะกรรมาธิการการพัฒนาการเมือง การมีส่วนร่วมของประชาชน สิทธิมนุษยชน สิทธิ เสรีภาพ และการคุ้มครองผู้บริโภค วุฒิสภา ร่วมกับ Westminster Foundation for Democracy (WFD) สถาบันพระปกเกล้า The Active Thai PBS สถานเอกอัครราชทูตอังกฤษประจำประเทศไทย และสถานเอกอัครราชทูตแคนาดาประจำประเทศไทย
การนำบทเรียนจากโครงการ GRB Ubon ที่ได้รับการสนับสนุนจากกองทุนแคนาดาเพื่อการพัฒนาท้องถิ่นตั้งแต่ ปี 2567 เป็นต้นมา โดยนำร่องที่เทศบาลนครอุบลราชธานี ไปถ่ายทอดในเวทีนี้นับเป็นการเผยแพร่การนำเครื่องมือทางการจัดการที่ทดลองปฏิบัติการในระดับท้องถิ่น สู่การขับเคลื่อนการพัฒนา inclusive governance ในระดับประเทศ
On 31 March 2026, at the Parliament House in Bangkok, Assoc. Prof. Dr Arunee Santhitiwanich, Deputy Dean for Research and Organisation Relations, Faculty of Political Science, Ubon Ratchathani University, participated as a panellist in a dialogue entitled “Parliament Free from Sexual Harassment.” She shared practical lessons on the application of Gender Responsive Budgeting (GRB) within public sector agencies, contributing to ongoing efforts to strengthen the development of the Thai Parliament. The dialogue was convened by the Senate of Thailand, the Westminster Foundation for Democracy, King Prajadhipok’s Institute, the Active by Thai PBS, the Embassy of Canada to Thailand and the British Embassy.
Importantly, the session also highlighted lessons drawn from the “GRB Ubon” project, supported by the Canada Fund for Local Initiatives (CFLI) since 2024. Initially piloted in Ubon Ratchathani Municipality, the project demonstrates how a management tool implemented at the local level can be scaled up to support the advancement of inclusive governance at the national level.
