Asst. Prof. Dr Piyanat Soikham from the Faculty of Political Science and Director of India Studies at Ubon Ratchathani University, Thailand, has been named a member of the prestigious Kautilya Fellows Programme 2025, held from 4–11 May 2025 in New Delhi, India. He is the only Thai participant among 38 selected young leaders from 19 countries across six continents.

Organised by the India Foundation in collaboration with the Ministry of External Affairs of India, the Kautilya Fellows Programme offers a high-level immersive experience in India’s foreign and public policy. The programme engages participants with India’s most respected thought leaders, including government ministers, senior diplomats, and policy experts. Notable speakers in this year’s cohort include the Vice President of India, Shri Jagdeep Dhankhar; External Affairs Minister, Dr S. Jaishankar; and Minister of Power, Housing and Urban Affairs, Shri Manohar Lal Khattar, as well as Dr Ram Madhav, President of the India Foundation.

Through over 40 intensive sessions, the Fellows explored a wide range of contemporary issues such as constitutional law, electoral politics, media, education, foreign policy, the global economy, multilateral diplomacy, strategic thought, and cultural diplomacy. Activities included simulation exercises in negotiation, innovation pitching, country presentations, and official visits such as a tour of the Parliament of India.

The programme is named after Kautilya, the ancient Indian philosopher, economist, and statesman, whose classic text Arthashastra remains a timeless guide to governance and public administration.

Dr Piyanat is recognised for his distinguished academic and policy contributions. A graduate of Chulalongkorn University, he received his master’s degree from Osmania University, India, under a Government of India scholarship, and completed his PhD at the University of St Andrews, UK. He currently serves as an Assistant Professor in Politics and International Relations, Founding Director of the India Studies Centre, and Assistant to the President for Marketing and Corporate Communications at Ubon Ratchathani University.

His regional impact has been acknowledged through various honours, including the ASEAN–India Youth Award, the Bharat Mitra Samman Distinguished Alumni Award from the Indian Council for Cultural Relations, and his designation as a Young Leader by the Pacific Forum. He has contributed to policy dialogues in high-level platforms such as the BIMSTEC Network of Policy Think Tanks, the ASEAN–India Network of Think Tanks, and Indo-Pacific Think Tanks.

As a Kautilya Fellow, Dr Piyanat continues to be a bridge between Southeast Asia and India, fostering deeper understanding and cooperation in foreign policy, education, and people-to-people ties.
