นักวิชาการ ม.อุบลฯ ผู้แทนประเทศไทย ในการประชุมเครือข่ายคลังสมองเชิงนโยบาย BIMSTEC ณ ประเทศเนปาล

ผู้ช่วยศาสตราจารย์ ดร. ปิยณัฐ สร้อยคำ ผู้ช่วยอธิการบดีและอาจารย์ประจำคณะรัฐศาสตร์ มหาวิทยาลัยอุบลราชธานี ได้รับเชิญจากกระทรวงการต่างประเทศให้เป็นผู้แทนประเทศไทยเข้าร่วมการประชุมครั้งที่ 7 ของเครือข่ายคลังสมองเชิงนโยบาย BIMSTEC (BNPTT) จัดขึ้น ณ กรุงกาฐมาณฑุ ประเทศเนปาล ระหว่างวันที่ 30–31 พฤษภาคม 2568

การประชุมดังกล่าวจัดโดยศูนย์พัฒนาเศรษฐกิจและการบริหาร (CEDA) โดยได้รับการสนับสนุนจากกระทรวงการต่างประเทศเนปาล ภายใต้หัวข้อ "การท่องเที่ยว วัฒนธรรม และความสัมพันธ์ระหว่างประชาชน"

ทั้งนี้ ผู้เข้าร่วมประชุมได้หารือเกี่ยวกับศักยภาพของความร่วมมือด้านการท่องเที่ยวและการแลกเปลี่ยนทางวัฒนธรรมในภูมิภาค BIMSTEC และแนวทางที่จะส่งเสริมความสัมพันธ์ระหว่างประชาชนในประเทศสมาชิก โดยเน้นย้ำถึงบทบาทของการเชื่อมโยงในประเด็นดังกล่าวกับการส่งเสริมสันติภาพ ความเข้าใจ และความมั่งคั่งร่วมกันในภูมิภาคอ่าวเบงกอล

โอกาสนี้ คณะทำงานจากคณะรัฐศาสตร์ มหาวิทยาลัยอุบลราชธานี นำโดย ดร.เพียงกมล มานะรัตน์ ดร.ปิยมาศ ทัพมงคล ดร.ศิรินท์ภทรา สถาพรวงศ์ ดร.ศิริสุดา แสนอิว และ ผศ.บุญทิวา พ่วงกลัด ได้รวบรวมข้อเสนอเชิงนโยบายเพื่อเป็นข้อมูลประกอบการประชุมดังกล่าว และนำส่งสำนักเลขาธิการบิมสเทคอีกด้วย

อนึ่ง ความริเริ่มแห่งอ่าวเบงกอลเพื่อความร่วมมือหลากหลายสาขาทางวิชาการและเศรษฐกิจ (BIMSTEC) เป็นองค์กรความร่วมมือระดับภูมิภาคที่ประกอบด้วย 7 ประเทศสมาชิก ได้แก่ บังกลาเทศ ภูฏาน อินเดีย เมียนมา เนปาล ศรีลังกา และประเทศไทย ก่อตั้งขึ้นในปี พ.ศ. 2540 โดยมีเป้าหมายสำคัญเพื่อส่งเสริมความร่วมมือระหว่างประเทศสมาชิกในหลากหลายด้าน อาทิ การค้า พลังงาน สิ่งแวดล้อม ความมั่นคง และการเชื่อมโยงระหว่างประชาชน BIMSTEC ทำหน้าที่เป็นสะพานเชื่อมระหว่างเอเชียใต้และเอเชียตะวันออกเฉียงใต้ เพื่อส่งเสริมการพัฒนาอย่างยั่งยืนและการรวมตัวทางเศรษฐกิจในภูมิภาคอ่าวเบงกอล ที่มีประชากรจำนวนมากกว่า 1,700 ล้านคน

Assistant Professor Dr Piyanat Soikham, Assistant to the President and Assistant Professor in Politics and International Relations at Ubon Ratchathani University, Thailand, was invited by the Ministry of Foreign Affairs to represent Thailand at the Seventh Meeting of the BIMSTEC Network of Policy Think Tanks (BNPTT), held in Kathmandu, Nepal, on 30–31 May 2025.

The meeting, hosted by the Centre for Economic Development and Administration (CEDA) with the support of Nepal’s Ministry of Foreign Affairs, brought together representatives from all member institutions under the theme “Tourism, Culture, and People-to-People Contact.”

Participants discussed opportunities for cooperation in tourism and cultural exchange across the BIMSTEC region, and emphasised how these sectors can foster deeper people-to-people ties. The forum highlighted the importance of such interactions in promoting peace, mutual understanding, and shared prosperity throughout the Bay of Bengal region.

On this occasion, a working group from the Faculty of Political Science, Ubon Ratchathani University—led by Dr Phengkamon Marnarath, Dr Piyamart Tupmongkol, Dr Sirinbhattra Sathabhornwong, Dr Sirisuda Sanew, and Assistant Professor Boonthiwa Paunglad—compiled a set of policy proposals to support the discussions at the meeting. These proposals were also submitted to the BIMSTEC Secretariat.

The Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation (BIMSTEC) is a regional organisation comprising seven member countries: Bangladesh, Bhutan, India, Myanmar, Nepal, Sri Lanka, and Thailand. Established in 1997, BIMSTEC aims to foster regional collaboration across multiple sectors such as trade, energy, environment, security, and people-to-people connectivity. The organisation serves as a bridge between South Asia and Southeast Asia, promoting cooperation for sustainable development and regional integration in the Bay of Bengal, which is home to a population of 1.7 billion.
